Post title:                    Procurement Specialist

Duty station:              Project HOPE, TB Program in Dushanbe, Tajikistan

Reports to:                 Program Manager                             

Under the overall guidance and direct supervision of the Program Manager the Procurement Specialist is responsible for the organizing of the effective and efficient procurement activities within the Global Fund TB program. The Procurement Specialist works in close collaboration with the Regional Procurement Specialist and other operations staff within the Project HOPE Country Office in Tajikistan. Monthly reports should be provided to Program Manager and Regional Procurement Specialist. 

Functions: 

Procurement Specialist is responsible for all GFATM RCC / Phase 2 Grant procurements including procurement of lab reagents, the 1st and 2nd line TB drugs and ancillary medicines. 

Responsibilities: 

  • Ensure timeliness and quality of execution of all procurement activities and their compliance with Project HOPE and the Global Fund procurement policies and country regulations;
  • Ensure timely and proper preparation and implementation of procurement plans (monthly, quarterly and annual) as per PSM/Procurement plan and GF standards, establishment of the deadlines and monitoring of its implementation on monthly basis;
  • Collaborate with Regional Drug Management Specialist and Laboratory Specialist concerning the forecast and procurement of medicines and laboratory supplies/equipment;
  • Maintain  the Global Fund Price and Quality Reporting (PQR) database on drugs procurements for Tajikistan;
  • Conduct whole cycle of customs clearance of goods/drugs/equipment and negotiation with local authorities
  • Ensure effective management of inventory of capital assets/goods/drugs/equipment 
  • Coordinate all activities necessary for the VAT exemption process for procurement activities;
  • Support program management and sub-recipient organizations in preparation of detailed technical specifications for the goods and services;
  • Obtain offers from suppliers based on requisitions and specifications prepared
  • Ensure implementation of proper monitoring system and control of procurement processes including organization of tender documents, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with approved policies
  • Negotiate for best purchasing package (in terms of quality, price, term, delivery and service) with suppliers and sub-contractors assigned; Arrange post-shipment testing of drugs as required.
  • Prepare and process purchase orders and documents in accordance with company policies and procedures and local legislation;
  • Coordinate with suppliers to ensure timely delivery; monitor and coordinate deliveries of items between suppliers;
  • Check and ensure all goods and supplies delivered are in a good condition;
  • Submit and follow up the claims to vendors/suppliers for defective, incomplete, damaged goods and supplies;
  • Visit new potential vendors and conduct regular assessment of bidders to insure proper selection of suppliers.
  • Improve and explore existing vendor/supplier database; maintain list of approved suppliers;
  • Ensure that all required paperwork is maintained and filed accordingly;
  • Keep and update electronic and paper database of procurement and related activities;
  • Maintain electronic and hardcopy files and records on procurement and related activities to ensure proper accountability;
  • Work closely with Program, Administration and Finance staff for supporting program activities through timely and accurate procurement in adherence to Project HOPE procedures

Education and Qualifications Requirements: 

  • Education requirements: Degree in business administration, pharmacy, or law.
  • Experience: at least two years of experience in procurement, a clear understanding of procurement ethics and donor compliance is essential.
  • At least two year of experience in procurement of pharmaceutical, laboratory or medical products is required.
  • Work experience with international NGOs/Organization is an asset.
  • Good written and verbal communication skills in Russian and English. Good knowledge of Tajik.
  • Strong analytical and forecasting skills.
  • Proficiency in MS Office, excellent skills in MS Excel and spreadsheets;
